Keystone pipeline approval bills advance in Congress

(Reuters) – Legislation to approve the controversial Keystone XL oil pipeline began racing through the U.S. Congress on Wednesday as Democrats and Republicans appeared to be coming together in a challenge of President Barack Obama’s oversight of the project.

In a series of rapid developments that unfolded just hours after Congress returned from a seven-week recess, there were indications the measure could pass and be sent to Obama sometime next week.

The Federal Motor Carrier Safety Administration on Nov. 13 announced its intention to require that states submit plans to address deficiencies identified in a recent federal audit of their commercial driver license programs.

Former FMCSA head details status of e-log mandate, speed limiters, Safety Fitness

Former Federal Motor Carrier Safety Administration Administrator Annette Sandberg offered her take on the timeline for upcoming trucking rulemakings — mandates for speed limiters and electronic logging devices, establishing the drug and alcohol clearinghouse, implementing entry-level driver training requirements and more — last week at the CCJ Fall Symposium, hosted by Overdrive sister pub CCJ.

She also told attendees, mostly fleet owners and managers, that the agency has “eroded” medical standards for drivers by allowing people who can’t hear and those with limited vision to obtain a CDL

Sleep apnea and conditional medical certification being fought on new fronts

The National Association of Small Trucking Companies has started offering both member and non-member carriers and drivers a sleep apnea screening and testing program that puts the process in the driver’s hands. “Where it belongs,” said NASTC President David Owen at a Friday, Nov. 7, session of NASTC’s annual conference in Nashville, Tenn. The session was devoted to the current apnea situation relative to driver medical certification, covered this summer in depth in Overdrive.
